Certainly by the closing decades of the 19th century, geopolitical theory was splitting into two camps, that we can call the global seaborne Hegemon theory of US admiral Albert Thayer Mahan, and the pan-Asian landward Hegemon theory of British academic and director of the London School of Economics, Sir Halford Mackinder. In both cases however, whether the coming single global superpower attained that status by sea wars or land wars, military and political-economic conflict was certain as the power blocs collided and the seats of global power shifted. In both cases, either or both land areas and seas or oceans – pivot or shatterbelt zones, and blue water seas and oceans - would remain disputed.

Although attempts are made, from time to time, to define “the New World Order” these attempts are almost exclusively made by leaders of the G7 group of “mature postcolonial democracies”, which only these past few days shrunk back from G8 including Russia, to G7 excluding Russia. The much larger and more representative world grouping of the G20, which was formalized only in 2008 at the Washington Summit on Financial Markets and the World Economy, has already moved to head off any exclusion of Russia from the next G20 summit, to be held in Brisbane in November.

For the first time in my career, I see the international establishment, sometimes called the New World Order, facing a crisis so large that its very survival is at stake. For the first time, these people are scared.
There are not many of them. In his book, Superclass, author David Rothkopf estimates that there are only about 6000 people at the top of the pyramid of world power and influence. They are mostly males, and at least a third of them have attended America's most prestigious universities. Most of the others have attended comparable universities in Europe.

This copy was analyzed by Public Citizen’s Global Trade Watch and has been verified as authentic. This agreement has been negotiated IN SECRET for 2-1/2 years and no information has ever been released until this leak. So why have the details of this negotiation been so secret? This agreement has been framed as a “free trade” agreement and yet out of 26 chapters only two have anything to do with trade. The other 24 chapters grant new corporate privileges and rights, while limiting governments and protective regulations.

The desire to enter the inner ring is closely related to the desire to maintain a New World Order. There is always an institutional claimant to New World Order status. The civil war in Libya is now a new war: the Libyan War. This new war began when the West and/or the U.N. joined the war and escalated it. NATO may be coming aboard too.
The U.N., that supposed instrument of international peace and security, has escalated a civil war into an international war. Tarpley writes: On March 19, US and British cruise missiles joined with French and other NATO combat aircraft in Operation Odyssey Dawn/Operation Ellamy, a neo-imperialist bombing attack under fake humanitarian cover against the sovereign state of Libya. Acting under UN Security Council resolution 1973, US naval forces in the Mediterranean on Saturday night local time fired 112 cruise missiles at targets which the Pentagon claimed were related to Libya’s air defense system. But Mohammed al-Zawi, the Secretary General of the Libyan Parliament, told a Tripoli press conference that the “barbaric armed attack” and “savage aggression” had hit residential areas and office buildings as well as military targets, filling the hospitals of Tripoli and Misurata with civilian victims. Zawi accused the foreign powers of acting to protect a rebel leadership which contains notorious terrorist elements. The Libyan government repeated its request for the UN to send international observers to report objectively on events in Libya.
